Can I (as a user) stop other users from printing to a specific network printer?

I look after a small office network, all Windows-based. We have several printers networked. Is there a way that an individual user can stop other users from printing to a specified HP LaserJet 4 Plus printer? The printer runs from the network, not from a PC.
How are you connecting the printer to the network? Are you using JetDirect? Which version? Search HP for the keywords "access control" to see what options are available for your version of JetDirect.
