Can I create user policies for Windows 98 clients?

Windows 9x computers don't suppose Windows 2000/.Net Group Policy. The best thing to do is upgrade to Windows 2000 or Windows XP. While you can use Windows 98 System Policy, you cannot manage this policy in the same way you can manage Windows 2000 Group Policy.
I have Advanced Server 2000 as domain controler, and I have Windows 98 clients. Now what I would like to do is to create user policies for Windows 98 clients. I have tried a lot, but I can't accomplish this result.
