Can I prevent duplication of programs at autologon?

I need to start four programs when a server starts up and the autologon is done. But I don't want these applications to start again if another user, using the same username, logs on via remote desktop connection. What is the best way to do that?
The easiest way to do this is to create a separate administrator-level account -- not the main admin account, but one with the same privileges -- that logs in automatically and has the four programs in its startup group. This way there will be no duplication of those programs with the other user.
