Can our IIS domain users have personal Web pages?

We have IIS installed on a domain controller. We would like to let our domain users have personal Web pages on the same domain with the following address formats: http://our-domain.local/~user1, http://our-domain.local/~user2. Is this possible in IIS, and if so, could you please show us the way to implement it?
It sounds like you're used to a UNIX environment, where this usually happens automatically. It's definitely not as straightforward in a Windows environment, but it can be done. I'm sure there are free scripts available to do it on the Internet if you search around. Here is a commercial solution I found after a quick search: http://www.dashtech.com/products/userdir/.
