Can you clarify what Design Time and Run Time components are?

I am interested in knowing what is meant by "Built Time Components" and "Runtime Components" of software, and how they are related to each other.

I think you might mean Design Time components instead of Build Time. There's little difference between Design Time and Run Time components. Design Time means the component can be used in a programming environment such as Visual Basic when the developer is designing an application. The Run Time refers to the same component, but running.
