Can you give me a solution for WINS resolve?

I'm having problems with my Windows 2000 Server. I enabled NETBIOS over TCP/IP in the server, but Client Domain doesn't resolve it. When I disable the WINS in the client level, then the domain resolves. Can you give me a solution for WINS resolve?
One possible reason for this is that NetBIOS doesn't resolve names over a "non-flat" network -- i.e., a multi-segmented network. If you have part of the network being passed through a router, for instance, WINS may break, since WINS is not tuned by default to catch names from different network segments. If you are dealing with a multi-segmented network, DNS may be a better choice than WINS, since DNS can be routed far more flexibly and with less work.
