You can create a "slipstreamed" copy of the Win2K installation files that reflect any new service updates, so that you can add/remove services without needing to take the extra step of re-installing the Service Pack. Create a Win2K installation point with SP4 slip-streamed into it, and you'll be able to add DHCP and be done with it.
