It doesn't exactly work that way. Windows 2000 supports either APM or ACPI. If you install the operating system on a computer that doesn't support ACPI, then Setup installs the APM hardware abstraction layer (HAL). If you install the operating system on a computer that does support ACPI, then Setup installs the ACPI HAL. Windows 2000 works fine on computers that only support APM.
