I recommend taking a "grass roots" approach. Each market has its own local network of technology professionals with their hands on the "pulse" of regional opportunities. To connect with these individuals you are going to need to conduct some additional research. Consider joining local chapters of user groups or industry organizations such as the AITP (Association of Information Technology Professionals), NPA (Networking Professionals Association) or AIP (Association of Internet Professionals). As I have said before, they are excellent resources for networking with industry contacts, developing job leads, and keeping pace with trends in your specialty area.
Several cities have small but popular newsletters or web sites that post only local IT opportunities. Try contacting the Springfield Chamber of Commerce or conduct a quick search on your favorite search engine for a list of these helpful resources. IT staffing firms such as RHI Consulting who have offices in the area will also have a good sense of who is hiring in the respective market.
The key here is to start developing professional contacts in the target destination and network, network, network!
