Getting a .jpg file to show as wallpaper in Win2k Pro

How do I get a .jpg file to show as wallpaper when not logged on in XP Professional? I know where in the registry to set this wallpaper(HKUsers/.default etc.), but it seems to only work for .bmp files. These workstations are in either a Win2K or Win2K3 domain.
You'll need to convert the .jpg file to a .bmp to accomplish this. When you set a .jpg file to a wallpaper, Explorer silently converts the file to a bitmap.
