Getting error 633 when trying to create a dialup connection

I am running Windows XP Professional with a dialup connection for AOL. I want to create a dialup connection to connect to a modem at work, but I keep getting error 633. I ran modem diagnostics and everything works. I tried to create a dialup connection on anther XP Pro machine and get the same 633 error. Why can't I create a dial up connection?
Error 633 refers to the following: "The port is already in use or is not configured for Remote Access dialout." This is typically a hardware issue -- try removing and reinstalling the modem and then re-creating the dial-up connection.
