Granting power management access in Win2k/XP

I want to allow members of group "Users" to change power management parameters (turn off monitor, turn off disks, go into standby, go hibernate) on their computers. In the default installation, members of group "Users" get: "Access Denied. Power Policy Manager is unable to set active policy." How can I enable regular "Users" to set those parameters? (It seems inconsistent that someone can shut down the computer but not set power management parameters.) I have Windows 2000 (and XP) Pro using workgroups (not domains).
You'll need to edit the default policy for the Users group to do this, typically through Active Directory's group policy.
