Having problems fixing slow domain logons in group policy

After reading your solution to the question about slow domain logons posted on 22 Oct 2003 (http://searchwin2000.techtarget.com/ateQuestionNResponse/0,289625,sid1_cid558477_tax294825,00.html), I tried the same fix. However, I discovered when I tried to edit the policy, that the entry for "Always wait for the network at computer startup and login" is missing, so I can't configure it. Why might that be?
If it's missing in the Group Policy, you can set the value through a Registry key, which is usually more permanent. Create the REG_DWORD value SyncForegroundPolicy in HKEY_LOCAL_MACHINE\Software\PoliciesMicrosoft\Windows NT\CurrentVersion\Winlogon\ and set it to 0.
