How can I configure my computer as a kiosk?

I have a Windows 2000 Pro PC that will be in a public area. I want the user login to allow access only to Internet Explorer and no other items except shutdown/logoff. Can you explain the process or direct me to the instructions on how to do this on a non-domain network?
You're essentially configuring a computer as a kiosk. This is a problem I've dealt with more than a few times, and I've never been fully satisfied using mandatory user profiles and policies. It is a significant amount of work to lock the computer down to the point you need. I suggest that you use software specifically designed for kiosks.
