How can I convert IPF-formatted registry entries to .reg files?

In the large applications run by my company, the IPF (invalid page fault) output from the repackager can contain thousands of lines. These applications lack Windows Installer .msi files. As a substitute, I am trying to use the repackage functionality. So how do I reduce the file size to under the 5500-line limit? I think I need to somehow convert the registry changes into a .reg file and execute that file as an external command. Is there a software utility for or another means of taking the IPF format of the .reg entries and converting them to a .reg file?
You may want to look at a product called AdminStudio, which allows you to manipulate a great many legacy package formats and perform conversions.
