How can I get an applet that downloads a file to a user's PC to run on IE 6.0?

I am trying to replace an applet that downloads a file to a user's PC. This is a business application and is on a secured site. I have been having issues getting the applet to run on IE 6.0, and now I am looking at alternatives.
If the applet is downloading OK, it sounds like it has a problem with IE. Check out the client security settings. If the security settings on the browser are set not to allow installation or running the code required to install the applet, the installation will fail.
