How can I give Domain Users defrag rights

I have XP Pro desktops in a Win2k server domain. Some users like to defrag on a regular basis and run the Windows Update. The employees in our Domain Users group have been added to the PCs as Power Users, but they still do not have permission to defrag or run Windows Update. I don't want to give them admin rights.
Set up a local account with permissions to run defrag and Windows Update. Create a batch file or shortcut (preferably a shortcut because it's easier to configure) that runs these programs in the context of that user, and set it so that the existing desktop users do not have permission to modify the shortcut, but only execute it.
