How can I hide the Network Identification tab in the System properties dialog box?

Our laptop users are part of the local administrators group, and for some strange reason, sometimes these users remove themselves from the domain. I know in group policy of Windows 2000 SP3 there is an option to hide the "Properties from the My Computer context menu" and there is another group policy object to hide several applets in the Control Panel (hiding the system applet). Question: How do you hide the Network Identification tab in the System properties dialog box?
Ever hear the expression "There are no bad dogs, just bad owners?" Those users shouldn't be in the local administrators group. Even if you set the policy to hide the Network Identification tab, users can still remove the policy, since they're administrators.
