How can I make domain policy affect only domain users who log on?

I have a Win XP system configured to not allow users to change the any desktop settings, but it only affects local accounts and not domain accounts (system is in a WINNT domain). How can I make the domain policy affect the domain users who log on?
You'll need to set the domain policy on the server rather than local-user policies. If you are using the Group Policy Editor to make changes locally, that won't affect domain logons – you need to create a new policy on the server (that inherits policy from the Default Domain Policy) for the users in the OU you are working with and change that. Don't ever change the Default Domain Policy, or you will affect all the policies on the system.
