How can I reduce roaming profile size?

How can I reduce roaming profile size? I want users to keep a profile of 15MB so that new software keeps the application data outside of the profile. Currently we use Windows NT and many users can't log out because new software like Netscape and Adobe puts a lot of data in the application folder of the roaming folder.
This is one of the key reasons that Microsoft built the Redirected Folders feature for Windows 2000 and Windows XP. This feature allows you to move folders like the My Documents and Application Data folders out of the user profile and to a centralized network location. Windows NT doesn't support this feature. You can possibly hack this by using the registry but doing so is a bit risky.
