How can I stop users from changing wallpaper in XP?

Nothing difficult (I hope). I work at a high school in New Zealand. We run a Linux network with Win95, Win98, Win2k Pro and XP computers. My question is this: In XP, we can lock out changing the desktop background by using gpedit.msc. The trouble is, if someone goes into a drive with photos, it comes up with the option to place the photo on the desktop. Can this be stopped? If so, how?
Yes -- you can solve the problem by using group policy (local or Active Directory). You can configure specific wallpaper, which prevents users from changing it.
