How can I update the settings to an Office 2000 install?

How can I update the settings to an Office 2000 install? I have deployed Office using a transform (Custom Installation Wizard), and now need to add another component (Outlook). I have created a new mst but it will not update settings. It will work if I uninstall and then reinstall (but I don't really want to do that!).
In Office 2000, Custom Maintenance Wizard is very weak. You can use policies or directly update the registry, but that's about it. With Office XP and Office 2003, you can update most settings by using Custom Maintenance Wizard.
