How can we set roaming user profiles to automatically empty their Temporary Internet files?

We use roaming profiles. We are running on low disk space and are suffering from slow logins because of Internet Explorer's Temporary Internet Files being stored with user profiles. I would like to set each user's computer to empty the Temporary Internet Files folder on exit, and even change the drive and directory where Temporary Internet Files are stored. I do not want these files to end up on our servers. The majority of the workstations are Windows NT 4.0. We are now implementing Windows 2000. All the servers are still at Windows NT 4.0. How can I do this?
