How can we set up of HTML menu navigation using just a keyboard and no mouse?

We have deployed thin clients with Windows CE and Internet Explorer 4.0. For security and environmental reasons we have not left mice attached to them. We need the workers as part of an ISO accreditation to be able to view their respective work instructions online. We have converted all the documents to HTML and set them up on a server to be accessed. How can we use the keyboard/hot keys only to navigate an HTML menu properly? I don't believe we will be able to modify the registry as the OS is chip based.
I might not understand this question properly (it happens), but my answer is this: The tab key moves from link to link on the Web page. Once the user highlights the link, they press Enter to go to it. This seems like a great application for touch screens, by the way.
