How do I boot to a system that can execute chkdsk on NTFS?

I have an "0x000000000024 STOP" error message that indicates an improper dismount of the NTFS file system. Microsoft suggests using chkdsk /F to fix it. However, how does one boot to a system that can execute the chkdsk on the NTFS file system? The mere presence of this bad NTFS partition causes Win2k to bluescreen. It's the same in WinXP. There is a catch-22 situation here.
Try Windows Preinstallation Environment. If you're an enterprise customer, then you can ask your account manager for this remarkably useful Windows-based operating system. You can boot the computer from a Windows PE CD, and then use disk utilities such as Chkdsk on the computer's volumes.
