If you have IIS installed, you can automatically share out a folder to the web without too much trouble. Make sure you have at least one web site configured on the server for public access. Right-click on the folder to share out and select Properties | Web Sharing. Select "Share this folder," and then choose the appropriate access and execute permissions (usually Read, and Scripts or None). The alias for the folder on your Web server will be automatically set to the name of the folder; for instance, if you're sharing the folder mystuff and your server is available through the url myserver.com, the folder will appear at http://myserver.com/mystuff.
