How do I set up RRAS so that other PCs in the LAN can ping a remote IP address?

How do I set up the Routing and Remote Access service so that other PCs in the LAN can ping a remote IP address?

Example:

Remote IP Address: 216.239.33.100
Win2000 Server IP Address: 192.36.253.1
ISP IP Address: 61.9.82.34
ISP Default Gateway: 61.9.108.246
PC in LAN IP Address: 192.36.253.130

192.36.253.1 is running a DHCP server and it is connected to 192.36.253.130 by LAN. 192.36.253.1 is connected with the Internet with ISP IP address 61.9.82.34 and the default gateway 61.9.108.246.

How can 192.36.253.130 ping 216.239.33.100? I think this is a very easy question but I'm just a new with networking. Hope you can help me with this. Thank you very much.
