How do I start self-training in Oracle for database management?

Hi. I'm an MCSE and A+ technician looking to broaden my certifications. I'd like to start self-training in Oracle for database management. Would that be a wise move considering I don't know the first thing about it?
Unless you work in an environment where you can get free and unfettered access to Oracle, or sign up for a course or one of its developer programs (which makes a limited-use license available to you for the software) you can't really get your hands around this subject matter. Exposure to the software, and ultimately, experience in working with and around it, is essential to certification on this topic.
