How to use SMS to update remote users

How can we use SMS to update our users who dial in?
SMS 2.0 is probably not your best bet for distributing software to users over slow connections. If you can wait until November 11th (the official SMS 2003 release date), SMS 2003 will resolve this issue and allow you to use BITs technology to "drizzle" updates to users over slow connections.
