If this is Windows 2000, MSCONFIG is not included by default. You can copy the program out from a Windows XP machine and run it on Windows 2000 if you have a Windows XP machine handy. If not, you can also use the Windows 98 version of MSCONFIG. Also look into the Startup Control Panel, a free utility that provides much of the functionality of MSCONFIG for any version of Windows.
