IIS hangs on startup of my Win2k laptop

I have just reinstalled a Windows 2000 SP3 laptop. I use this for research and development. I am unable to get IIS working; the service hangs on startup. The event log shows a 7022 message for the SMTP service. I think this is related to my network cable being unplugged. The W3SVC and FTP hang with a 105 message: "The server was unable to register the administration tool discovery information. The administration tool may not be able to see this server." I am supposed to be an IT expert but this message and the circumstances have foxed me!
This is a known problem. Microsoft's solution is...prepare yourself...to plug in the network cable.
