Indirect versus direct packet delivery with subnetting

A host with IP address 137.23.56.23 sends a packet to a host with IP address 142.3.6.9. Is the delivery direct or indirect if there is no subnetting? Can the delivery be indirect if there is subnetting?
The only way these two systems can talk directly to each other, without going through a router, is if they are on the same physical subnet and they?re both configured with subnet masks of 0.0.0.0. If there is subnetting, the delivery would need to be indirect.
