Looking for a LAN performance monitoring solution for a Cisco network

What would you recommend to a company looking to deploy a LAN monitoring solution to assist them in building a performance picture of their network? They have a Cisco network based largely on Catalyst 5500 series switches. They believe the network is under pressure, yet they have no way of telling whether this is the case. Ideally the solution they need would provide the detail and ammunition to present to the IT steering committee to justify a network upgrade (if needed).
