No one can print when print queue is set to spool rather than direct print

I am a network administrator for a Windows 2000 network running Active Directory. The problem I face is a print queue problem. If I set the print queue on the servers to print directly to the printer, all works fine. But if I set the print queue to spool print jobs, no one can print unless they are an administrator.

I have looked at the permissions and the group "Everyone" has print permission. The servers are domain controllers acting as Exchange 5.5 servers and fileservers. We are using networked HP printers. We only use the TCP/IP protocol on the network.
