Obtaining view-only access rights on a domain

What is the best way to view users' access rights on a domain, but not be able to change them?
One way to do this would be to use the CACLS command from a script, set up in such a way that the script could only be run non-interactively. CACLS only views ACLs for files on a specific volume, not the generic permissions given to a user in a given domain, but it may do the job.
