People have certainly analyzed the quality of support of the major ISPs, but I'm not aware of any study of the presence of accents in the support persons' voice. You don't mention whether you're looking for a personal or business ISP, whether you want dial-up or broadband, nor what part of the world you are in, so I can't offer any specific suggestions.
