Quality of support provided by ISP technicians

Is there an Internet service provider that does not have their technicians based in foreign countries? I have difficulty understanding accents on the phone and also difficulty reading instructions they write on solving problems (i.e. MSN 9 problems). Do you have any suggestions?
People have certainly analyzed the quality of support of the major ISPs, but I'm not aware of any study of the presence of accents in the support persons' voice. You don't mention whether you're looking for a personal or business ISP, whether you want dial-up or broadband, nor what part of the world you are in, so I can't offer any specific suggestions.
