I have an XP workstation that was infected by a virus or work that rendered Internet Explorer, Win Explorer and Control Panel inoperable. I have cleaned up the viruses, but have been unable to restore the Windows functionality. I am trying to avoid a reinstall if possible, but will complete one as a last resort.
Your best bet is to do a repair installation using the original startup disks.
