Running software under power user without compromising security

How can I set up a user without any rights to the local PC to run software that will only run under power user or higher without hacking the system registry?
This is a common problem and one of the only ways to get around it reliably is to use the RUNAS command to launch a program using another user's credentials. I published a detailed analysis of how to do this without compromising security in this tip.
