If you mean Windows Server 2003, those exams have been coming out since last August and were pretty much completely out by December (there will be a few more new ones this year, but the core and most of the important exams for MCSA and MCSE on Windows Server 2003 are already available). What you do depends on where you work (or plan to work): if they'll be or already are migrating to Windows Server 2003 before mid-2005, it's probably smart to get started on Windows Server 2003 stuff now. If it's further out than that, get certified on 2000, and plan to take the upgrade exams (70-292 and 70-296) when migration falls within a twelve-month window, looking forward.
