Third-party password utility for admin access

Is there any third-party utility that can make a user have two passwords -- one for the IT department (to be able to log into users computers and change the current config) and one as usual for them? The IT password will of course be the same one for all the users in the domain.
No. An administrator can have access to any user's account or set their passwords manually anyway, so something like this would be more or less moot. If you want to do management of user settings, it's easier to do it through policies and Active Directory than it is to log into each computer individually.
