What can I do to combat bad clusters on Win2k Pro machine?

I am using Windows 2000 Pro, and my file system is FAT32. Lately, when I start up Windows, it first runs a check on my hard drive and finds a lot of bad clusters, which it repairs. Are bad clusters a hardware or software issue? What needs to be done to fix the problem? Is there a good source to learn more about bad clusters?
Bad clusters tend to be a hardware failure. If you're getting many bad clusters, then it's probably time to swap the hard disk.
