What is the best utility for remotely administering AD?

I always use Terminal Services Client to remotely control my server, but I always get a message "The Terminal Server exceeds the limit where there is no connection on the server through TSC." What could be the problem here? And what is the best utility to remotely administer Active Directory?
It sounds like you have a licensing issue; you may want to double-check that you have the correct number of licenses installed and that you do not have Terminal Server set up in application mode rather than remote-administration mode. As far as administering AD goes, try looking into UltraAdmin, a MS-certified tool that allows you to do exactly that and much more.
