Why can't cumulative security patches be pushed via SMS?

Is there any known reason why cumulative security patches cannot be pushed via SMS? To be more specific, Cumulative Update for MS RPS/DCOM MS-04-012 (KB828741). Our SMS Systems administrator says it cannot be done, I'm not an expert on SMS but I have read enough to know that it can be pushed.
Before being a patching product, SMS was a robust software distribution mechanism. There's no reason why patch MS04-012 cannot be pushed using SMS. Tell your SMS Administrator to re-read the bulletin for MS04-012 and pay particular attention to the section about deploying using SMS:
