Why does Outlook lock up the start bar?

I have a laptop user who is running Windows XP SP1 with Office XP SP1. When he runs Outlook, after 10-15 minutes, his start bar will lock and will not let him click anything on it. Windows continues to run with the loss of the start bar. Occasionally, pressing CTRL-ALT-DEL will unlock the bar, but more times than not, it doesn't affect anything. In task manager, nothing is stated as being not responding. This just started happening yesterday. Any suggestions would be very helpful. Thank you.
Odds are the installation of Outlook may have become corrupted. The best first step here is to use detect and repair in Office to see if any of the components of Office have become incorrectly registered or damaged.
