Why does my Windows XP Pro machine boot so slowly?

I am a programmer and just received a new Windows XP Professional PC. It seems to take a long time to boot up -- around three minutes. I only see the message "Loading personal settings." After it boots, everything is fine and running extremely well. Is there something that our network administrators can do to correct this problem? We are on an NT network.
Slow boot times on XP are usually symptomatic of a couple of things. One, it may be having trouble getting a DHCP address; two, you may have additional protocols registered in the network stack that do not need to be there (such as NetBIOS, unless you're actually using that for something -- I recommend using TCP/IP wherever possible). Try setting the machine to a static IP address and see what happens.
