Why won't my computer save my IIS settings?

I am trying to use IIS to develop a Web application. I found out that I have to go to DOS prompt and, at the command line, type in "iisreset" so that I can browse the ASP pages in IIS. When I turn off the computer and reboot it, the setting is lost and I have to repeat the process again. Can you suggest a solution to this problem?
Do you have the World Wide Web service set to start automatically? Use the Services administrative tool to set this.
