EXPERT RESPONSE
There are two policy settings that control Remote Assistance. They are located in Computer Configuration | Administrative Templates | System | Remote Assistance. Hopefully, one of those two policies will do something for you. If not, but you can figure out what registry punch you need, it's likely you can create a custom ADM template to help perform the magic using GPOs. Without ferreting it out myself, this would be the next logical step.
