I am setting up a small domain and would like users to have full admin rights to their local Windows XP machines, but not the network. Do I set this up as a policy or is there a different way? Any help would be appreciated.

You can best achieve this by making the users Administrators on their location machines. That is, add their user account to the location Administrators group on their workstation.
