Since you did not ask specific questions about the three certifications, except for typical time for completion for the MCSE (which I address later in this posting), let me point you at the Web pages where each one is described. Then I ask you to follow up with additional questions.
The MCSE is described in blistering detail on the Microsoft Web site. Start out at www.microsoft.com/trainingandservices then click Certifications and then MCSE in the left-hand menu. When you get to the MCSE home page, click MCSE Requirements in the right hand menu and you will find all the information you could ever want there. FYI, it is typical for candidates to take from 6 to 15 months to finish the MCSE. The usual number of hours they invest is approximately 400 to 500 hours for studying, learning and taking exams.
The CCNA and CCNP particulars are all covered beneath the Cisco Certifications home page at http://www.cisco.com/warp/public/10/wwtraining/certprog/. Pick the Select Certification hyperlink in the left-hand menu and then pick from the center grid to get the flavor of CCNA and CCNP that interests you most.
