If the exams you took to become an MCSE also qualify you for the MCSA (normally this means you took 70-218 since it's required for the MCSA and met specific MCSA elective requirements) then the answer is yes. But then, you'd be an MCSA already wouldn't you? Thus, although I do recommend you review MCSA 2000 requirements in light of what MCP exams you took to get your MCSE and appeal to Microsoft to get an MCSA if you qualify for one, I'm guessing you don't meet those requirements. That means, alas, that the answer is no.
